Pervasive SQL2000i NT Server V7.94

I have a Windows 2000 server that is up to date with service packs and updates.  After a reboot yesterday, pervasive is no longer listening on port 1583.  I do not have any firewalls loaded on the server and the virus protection is excluding the PVSW directory.  Also I can not stop the relational or transactional services, they say that they are stopping but never do. The pervasive Monitor utility hangs also. Any ideas  how to make Pervasive listen on port 1583.

Is it failing only from the client or is it failing at the server too?  
Is there anything in the PVSW.LOG?  
What was the reason for the reboot?

Thank you for replying.  I had to bite the bullit and pay $500 per hour to pervasive to help correct the problem.  We believe that the registry entry that tells the relational service to listen on port 1583 was corrupt.  After changing the key to listen on port 3352, pervasive began to work.  We changed the key back to 1583 and it continued to work.
