Exchange 2003 undeliverable error when sending to group who has user that forwards to other user in same group

I have a Security Group setup called Accounting Staff. This group contains 5 users:
Controller
User2
User3
User4
User5

I made this group Exchange enabled and created an email address for the group. One of the users (controller) is setup to forward their email to another user (user2) who happens to be in the Accounting Staff too. When I send an email to the group, I get the following error:

The following recipient(s) could not be reached:

      Controller on 9/13/2006 1:16 PM
            The message was undeliverable because the recipient specified has changed address permanently and forwarding was not applicable
            <SERVER.domain.com #5.1.6>

As soon as I remove user "Controller" from the Accounting Staff group, the email sends fine and I do not get the error. How to fix?

How is the email forwarded to this other user? Being a member of another group shouldn't cause a problem, Exchange is intelligent enough to work that out and only deliver one copy of the message.

In ADU&C I go into the properties for Controller, click the Exchange General Tab, Delivery Options, and select "Forward to: "user2".

I did some more testing today and have not recieved the NDR. I have not changed anything other than rebooting the mail server. Thanks for your effort Sembee.
