for failover usage

Originally
pc1 has 2 ip: 192.168.1.1; 192.168.1.10
pc2 has 1 ip:  192.168.1.2

After failover, the .10 ip will be moved from pc1 to pc2.
pc1 has 2 ip: 192.168.1.1
pc2 has 1 ip:  192.168.1.2; 192.168.1.10

The switchover condition is pc1 disconnect from network or a certain service on pc1 failed.

Is there a permanet way to do it, since:

The IP address created by AddIPAddress(IP Helper) is not persistent. The address exists only as long as the adapter object exists. Restarting the computer destroys the address, as does manually resetting the network interface card (NIC). Also, certain PnP events may destroy the address.
