Layer stacking order problem - with Flash movie content

Hi,

I have a page with an number of layers - one of which contains a flash movie. I have a java applet in another layer, giving me a drop down menu facility. Due to limited realestate, the two layers are close together. Problem is that the java menu, when it expands drops behind the layer with the flash movie. I have tried changing the Z-index, but that does not help. Seems to me that all bets are off when you get into stacking layers which have a flash movie !!

I hope I'm wrong and doing something stupid !!
