Dot Net Nuke Install Question

I want to install Dot Net Nuke on my webserver.
I've configured a new website, and set the NTFS permissions on the default website folder.
I want to install a main portal site and then add other portals/sites for customers to it.

I've read the installation instructions but I'm still a little confused.
Do I unzip and run the Install package on the server itself and then, in order to add new portals/websites to the default installation, do I have to install the 'Starter Kit.vsi' on my local machine and do something from there or do I have to install Visual Studio and the Starter Kit.vsi' on my webserver in order to add portal sites?

Or do I install the 'Starter Kit.vsi' on my local machine, connect to my 'remote' sql server and deploy the site somehow to my web server or what?

Any clairification would be helpful.
