Error On win32 applications

I cannot access taskmanager, regedit, cmd, ................
when I start these programs, it appears to be started but escapes immediately. And the .exe files of the folders are automatically created on my computer.
I've also scanned my computer with an updated AVG Antivirus but it didn't worked.

Does anyone have the solution?

I just did the quick repair.
-Start the system with 98 startup disk.
-Copied all the files of "c:\windows\repair\" and pasted it in "c:\windows\system32\".
-Then Reboot the Machine.

It worked. But I still have problem with "Regedit". When I tried to open it an error message comes saying "Registry has been disabled by your Administrator".
What should I do?

Rpggamergirl, I will try your suggestion on my another machine.

Correction:
-Copied all the files of "c:\windows\repair\" and pasted it in "c:\windows\system32\config".

And there is no 'Folder Options' on 'Tools' menu.
Sorry I couldn't see the file at EE-Stuff.
Can you try uploading the log to these sites below? Or just post the log here, we'll delete it when you close this question(EE prefers that no log is posted in the question)

1. http://www.rafb.net/paste/
then at the bottom left corner click "paste"
Copy the address/url and post it here.

2. or at --> http://www.hijackthis.de/
and click "Analyse", click "Save".  Then post the link to the saved list here.

Thanks rpggamergirl! it worked. I Scanned & fixed (Deleted) the unnecessary registry values by using hijackthis.

I've also scanned my other computer by using avast anitvirus and it worked.

http://www.avast.com/eng/download-avast-home.html

But still some of my computer cannot install "hijackthis".
Error Message: "The application has failed to start because MSVBM60.DLL was not found. Reinstalling the application may fix the problem."
I didn't get notified that you posted,

You can download MSVBM60.DLL

Still i can't install hijackthis on some of my computers. It seems to install and closes immediately.
when i paste MSVBM60.DLL, it automatically changed to the other file not .dll
Maybe those pcs are infected. Can you run it without installing? can you run other programs in those pcs?

Not all the programs.
some programs like VB, flash can't run. Other are ok. And I even cannot install Antivirus.
See if Hijackthis will run from a usb or floppy disc.

Check if these programs run too.
1.  Download this file - combofix.exe
http://download.bleepingcomputer.com/sUBs/combofix.exe
Double click combofix.exe & follow the prompts.
When finished, it shall produce a log for you. Post that log in your next reply

Note:
Do not mouseclick combofix's window whilst it's running. That may cause it to stall

2. Please download Silent Runners.
http://www.silentrunners.org/Silent%20Runners.vbs
* Save it to the desktop.
* Run Silent Runner's by doubleclicking the "Silent Runners" icon on your desktop.
* You will see a text file appear on the desktop - it's not done yet, just let it run (it won't appear to be doing anything!)
* Once you receive the prompt "All Done!", double-click on the new text file on the desktop and copy that entire log and upload the logfile created, go here and paste your log, http://www.rafb.net/paste/
then at the bottom left corner click "paste"
Copy the address/url and post it here:

*NOTE* If you receive any warning message about scripts, please choose to allow the script to run.

3.  Download (Download the GUI) version of BlackLight, and save it to your desktop.
https://europe.f-secure.com/blacklight/try.shtml
Doubleclick blbeta.exe, accept the agreement, click scan > next.

You'll see a list of all the items it found. There will also be a log on your desktop with the name fsbl.xxxxxxx.log (where xxxxxxx represents numbers). The application finds both bad files and legitimate ones such as "wbemtest.exe", so don't choose the rename option yet! Copy and paste the log it generated in your next reply.
