Cannot create new in folder in Outlook Express

When I try to create a new folder in Outlook Express (which I have done many times) I get an hour glass which disappears in a few seconds and no folder is created. I can rename the other folders and it is otherwise normal. This is on a new Dell with WinXp. Thanks.

Yes, thanks! I re-registered the file and ran the reinstall. The problem appears to be fixed.
Your help has saved me hundreds of hours of internet surfing.
