Tracking file access and deletions by AD users

I would like to know if it is possible for Windows Server 2003 to keep a log of file deletions and file access by AD users. I know File server management shows you files BEING accessed, but I want to be able to have a log of who deletes files or what files a user HAS accessed.

I recently had someone delete about 10 folders on our file server in a group drive. I was able to get them back, but I thought it would be ideal to have some sort of history about file usage.
