Add-ons manager no available on windows 2000 pro PC with Internet Explorer 6

I have a windows 2000 pro machine that is using Internet explorer 6.0.2.  The user wants to be able to see/open adobe files on the web.  They have adobe installed on their PC.  So I tried to install an Adobe add-on.  Unfortunately, the ADD-ON Manager is not available in their Internet Explorer.  I thought maybe they needed an update but when I downloaded and tried to install the latest IE update ibut it said they are up to date.

Any ideas?
