What are some of the best FREE URL submission services? In addition, how can a change my website so that it would be at the top of Google? I already submitted my URL to Google and I also have embedded META tags in my HTML. Thanks!

Just remember that Google recommends against using automated submission software or services and against repeated submissions.

Don’t use any submission tools! If you have to submit a site, you are ding something wrong in the first place!

Easy answer, if your target keyword is a highly competitive one i.e. Mortage, lots of hard work, link building leading to site maturity and hopefully if your content is good your site it search engine friendly and the stars are all aligned correct you will be top!
But, and no matter what a company states, no one can ever guarantee top positions, if they do, read into what they are saying. I myself could offer you top spot in Google (but for the key word ‘orange hippopotamus’ but that does not help you to sell say a mobile phone does it!)
