Changing the ERROR.SQL file

I would like to add an entry to the ERROR.SQL file.  

Currently, my users (using a 3rd party tool) are getting an error that says:  "Unable to establish initial database connection.  Attempting to connect to TESTDB as DAVE - error number -17536 - SQL Error 17536 not found in ERROR.SQL file."

What I would like to do, is add an entry in the ERROR.SQL file so that ANY USER using ANY APPLICATION getting error 17536, gets the message "Your Password Must Be Changed" instead of all of that incoherent nonsense.  My database is Oracle 8i.

Does anyone know how to change the the ERROR.SQL file?
