hover over anchor tag, pop up small text box with some instructions

Not sure if this is a CSS or javascript question so I apologize if I started in the wrong spot.

I'd like to move my cursor over an anchor tag on my web page. When I hover over the anchor tag, I want to pop up a small box that has a few lines of directions. I'm guessing somehow I can use a <div> tag.

Can someone provide a small snippet of code on how I can accomplish this?

This can actually be done with just html.  Add a title attribute to the anchor tag.  Something like the example below.

<a href="page.htm" title="Don't go here!">Link</a>

This can be done dynamically if you want with JavaScript but you don't have to.  Let me know if you have any questions or need more information.
