I have implemented a policy in the domain for my terminal servers that prevents people from closing Internet Explorer when the click file close or hit the x in the corner they are prompted with....

This operation has been cancelled due to restrictions in effect on this computer. Please contact your System Administrator

I would like to edit this message the receieve to just say

This operation has been cancelled due to restrictions in effect on this computer.

or something like that, as the help desk is getting flooded with calls, i cannot remove the policy that makes this happen

Not possible.  This message is contained in a DLL.  Unless you want to hack the DLL, in which case either Windows File Protection will undo it or a patch/SP will undo it.
