Public folder permisions

Hello, i have a public folder, which has a lot of subfolders inside the thing is: i have set permissions for a user to publishing editor. on the folder, and on 2 subfolders inside. yet, he cannot nor rename nor delete, nor do anything on that folder. except reading it and creating docs. cannot create subfolders either. any luck ?
