I use the call forwarding feature of SKYPE to transfer calls to my cell when I unavailable and offline. When the call gets routed, my cell phone rings, I answer and then after 2 seconds or so I hear the other party. My question is: Does the call stay on SKYPE servers or is now completely handled by the local cell phone company?

Voice over IP (VoIP) is a methodology and group of technologies for the delivery of voice communications and multimedia sessions over Internet Protocol (IP) networks, such as the Internet.
