We have a primary WSUS server in our main site, we also have a secondary WSUS server running in a remote office,
the seconadry one has recieved the 'list' of updates from the primary one but is refusing to download the updates (it just bombs out after 10-15 secs).
Both servers are on the same domain and each can 'see' each other.

Check the account on the Update service on the remote server.  I usually change the login account on that service from Network to Local system.  That usually fixes it for me. (this probably happened after the WSUS SP1 update?)
