To run chkdsk you must be a member of the Administrator group.  This is by design for 2003 Server.

Is there a special reason you do not want to run it as an administrator?

The special reason of my question is. Nowadays the personnel of technical support is the manager of doing CHKDSK in the servers. But on having enabled them as Administrators, Tasks as Unloock User, Create new user, is Enable for him.
To separate ls IT functions of Security Information TASK.
Since I can do this.

Sorry for my english
