There are a number of ways. Using <DIV>s would make your page easily styled by CSS:

<DIV id=banner><img src=yourbanner.gif></DIV>
<DIV id=dropdown>
  <select id=whatever>
    <option value="1">Example 1</option>
    <option value="2">Example 3</option>
    <option value="3">Example 3</option>
  </select>
</DIV>

If you wanted to do it the old-fashioned "table" way, complete with centering:

<TABLE align=center>
  <TR><TD><img src=yourbanner.gif></TD></TR>
  <TR><TD>
    <select id=whatever>
      <option value="1">Example 1</option>
      <option value="2">Example 3</option>
      <option value="3">Example 3</option>
    </select>
  </TD></TR>
</TABLE>

You could also simply use paragraphs and center them:

<P align=center><img src=yourbanner.gif></P>
<P align=center>
  <select id=whatever>
    <option value="1">Example 1</option>
    <option value="2">Example 3</option>
    <option value="3">Example 3</option>
  </select>
</P>

Hope any of these three suggestions help.
