I need to check if a name is all lowercase or uppercase first.  That's easy.  If it is, then I need to convert it to Proper Case.  e.g. TIM SMITH to Tim Smith.

Got it figured out:

Private Function ProperCase(ByVal strValue As String) As String
        Try
            ProperCase = StrConv(strValue, VbStrConv.ProperCase)
        Catch ex As System.Exception
           'Error hadler goes here
        End Try
    End Function
