routing emails

We have two sites, site A is using Small Business Server to collect emails from our ISp via the Pop3 connector, and to send emails out to our ISP smtp server.

Site B is using outlook 2003 only, no server, connecting to our ISP hosting our domain name to retrieve emails.

Both sites can send and receive emails no problem except site A emails dont leave the exchange server to our ISP and then onto site B.  I am assuming it has something to do with the fact the exchange server expects Site B users to be local or something.

How can I get exchange server to send these emails out as per all other emails?

Be gentle with me as I will need a step by step procedure :)
