Hello,

I am interested in developing an application that sends messages to cell (mobile) phones.
What do I need (hardware/software) to have to accomplish that?

It depends some Service Provider suports SMS service through mail, such as you can send it by 989897654@mobileprovider.com where 989897654 is mobile number, then in that case you can
simply use MAPI or CDont etc which helps you to send mail.

Another way if above mentioned service is not supported then in that case
you have to use Microsoft SMS tool as well as you have to purchase a package from Service provider
which will provide you with its SDK , by using it you can send SMS
