For a Windows 2000 environment: http://support.microsoft.com/?kbid=300429
For Windows 2003 single server: http://support.microsoft.com/default.aspx?scid=kb;en-us;323416
For Windows 2003 server in Active Directory, the steps are the same, but you will need to be a member of Enterprise Admin group, in order to authorize the Dhcp server to service requests from the clients.
