CTFMON preventing shutdown of XP pro machine

I am running XP SP2 Pro on a 2003 SBS domain.  Clients are experiencing difficulty logging off or shutting down.  If you kill the CTFMON procerss then they can log off.  Anyone have this problem?

It is in the c:\windows\system32 directory.
