NDR when we send email to a specific email address

We get the message " you dont have permission to send email to this address" and then i have another message that states " cannot relay for  this address "

i am using exhange 2003 , windows 2003 server and here is the headers and the actual NDR notification...

Can a different email address on your domain email correctly?  

I have seen situations where the foreign email system has blocked an email id or domain inadvertantly with its antiv\antispam.  Can you send to their postmaster?

I got the same error when I tried it from a different computer under a different user account. I was able to send the e-mail when I tried it the second time. I will check with their postmaster to see if our domain was being blocked. Thank you.
