Seems you have Infrastructure problems.
Does your version of Reports runtime is certified for the OS you have installed it?
Can you ping the DB?
C:\>tnsping <some_alias>
What have you installed on the box? Reports Builder, Reports Runtime?
Have you turned off the firewall?

So you have to post significantly more information
in order to give the Experts the possibility to
solve the problem.

hi the server is running windows server 2003 with oracle application server 10g, i have this server in one domain and the computer in another domain and there is an external trusting. Yes i have the firewall turned off, reports builder and reports runtime are both installed on this computer. This computer is accessing the data over a Frame Relay link.

I am not sure that Reports 6i (you mentioned 6.0.8.22)
can speak with OAS 10g.
For Oracle Reports 6i you need to install the old Reports Server 6i.
To solve the problem download from the  OTN
"Oracle developer Suite 10g" and forget Reports 6i.
It will install Oracle Reports (you can use them only using URLs!!!!!).

Explain in details your infrastructure.
Is it Client-Server model
or
Browser-ReportsServer-Oracle DB.
10g has a lightweighted Forms-Reports Server.
I used it. I use also OAS10g.
Have experience ...
