I am using BDS 2006.  I want to create a web server so that I can share services for an application.  I have no clue where to start.  Is there a tutorial or helpful hints someone could provide?

this Dr. Bob tutorial is great, although it's old it's straight forward and it still applies for the win32 flavour of delphi, give it a read:

there are other good resources here http://www.drbob42.com/soap/index.htm
