Can you connect to an FTP Server using HTTPS?

I think my question asks it all, but I just got a phone call from a partner of ours and he set up an FTP Site for someone.  They sent him an email that states "

 Another concern is the site does not make HTTPS a requirement.  I switched to https but the browser is not showing a padlock to verify the encryption is enabled.

Would this work?  Aren't these two separate protocols using separate ports?

Any help of regarding this would help as the email is totally confusing me....

it is impossible to do that, the ftp is an absolutelly different protocol. the fact that you can use internet explorer as an ftp client it doesn't mean that you can use https to access an ftp server if you put https in the url.
ftp://   -> just for ftp service
http:// or https://   -> web servers or secure web servers

if you want to secure an ftp you have to use sftp protocol which is something like tunneling ftp through ssh.
