How Can I edit the Warning message when a mailbox reach its limit for ex 5.5

I can't find or download any tools that helps me edit the warning message for E5.5.
someone suggested to look for RLtools and RLquiked.exe but I can't find it any where on microsoft site to download it .  any ither tools or application we can use.
