Senders not receiving NDR when sending to invalid email addresses

Can someone tell me how to tell if I have disabled the option for Exchange to send NDR reports to users that try to email to an invalid address. these are users outside our domain sending to email addresses to us that dont exist...

To enable or disable ndr's look here:
Launch the Exchange System Manager, navigate to Global Settings, Internet Message Format.  Select the Advanced tab. (Un)check Allow non-delivery reports.

WE do want to allow NDR's. I verified that this was checked. I suspect our Spam filter is blocking as a DHA??
