Backup DB and restore the database on another server.

Create 2 users with SQL authentication  for exampple
ServerUser - in tab database acces click to ProjectServer DB and inPermit in database role select  MSProjectServerRole
DesktopUser-  in tab database acces click to ProjectServer DB and inPermit in database role select  MSProjectRole

On server or servers where is installed Project Webb acces run
C:\Program Files\Microsoft Office Project Server 2003\BIN\1033\CONNINFO.EXE
C:\Program Files\Microsoft Office Project Server 2003\BIN\1029\CONNINFO.EXE (number depends on your language)

and enter there Db Server name, Database name and User which was created in previous step and then click to Save

backup database http://www.microsoft.com/technet/prodtechnol/sql/2000/maintain/sqlbackuprest.mspx#EAMAC
restore database http://www.microsoft.com/technet/community/events/sql2005/sql-02.mspx

in case that you aren't able migrate DB you should open new question in SQL server forum
