Had a user with a Presario 5345 receive the following error while surfing the internet:  event type: in page error P1:c0000015, P2:00000003(not complete; only what the user could write down).  The computer then restarted and will not boot.  Any ideas?

Can you be more detailed about "will not boot"?  Where it stops can give clues about whether it is a hardware or software problem.

The computer gets to the "welcome" screen and won't go any further.

That sounds like a Windows driver got corrupted.  If it's running WinXP, a repair install should fix it: http://www.michaelstevenstech.com/XPrepairinstall.htm
