Users cannot connect to VPN or access websites after installing Microsoft's User Profile Hive Cleaner

What would cause an issue where you can't load websites or access a VPN after installing the Microsoft User Profile Hive Cleaner? After install, the system rebooted and VPN access errors out. When you try to access websites and in some instances even the local router you get the error: "page cannot be displayed". All proxy settings are disabled. You can access the internet and websites from other computers connected to the same router. You can ping web sites but can't load the page. You have IP Address assignments and DNS connections under IPCONFIG /All but effectively cannot access the site. The system has CSA security Agent loaded on it.
