Need a device I can tell to dial a pager or call someone

I need a device that I can "tell" to dial a pager, a cell phone, or something to that effect.  I don't care much how I "tell" this device to do this (SNMP, XML web service, etc.) - but I have to be able to do it in an automated fashion from a computer system.  Any suggestions?

Another thought:  If the computer could "tell" some server to make a call and I pay a monthly fee for the service, this would work too...

Any standard modem can be "told" to make a phone call via the "AT" command set [e.g. "ATDT 123-456-7890" will dial the indicated number ... and you can add pauses, etc. as needed along with additional numbers (for a message, for example)].
