The windows photo printing wizard does not allow for centering say a 4X6 on a 8.5X11.

As you have found out, If you want one picture centered, you will have to use a different program.  Or you could paste the photo into something like Wordpad, center it and then print it as a Document and not as a picture file.

Believe it or not, Google's Picassa will allow you to Print a 3.5X5 or 4X6 in the Center of an 8.5X11 when you select only 1 Copy per page, but MS won't.  Personally I use the MS Wizard for quick prints but I utilize Picassa as a photo organizer.

My guess for why the feature isn't included is that not many people really want to waste that much paper (especially when using Photo paper) when printing a Photo.  If you don't include options like resizing or moving pages, you can keep the programs File Size to a lesser number thereby making it available to a larger audience.  If it was too large, I probably would uninstall it and use an alternative that did everything I was looking for.
