Kind of a newbie....

How can I register this utility that I found at this site?

You place the dll wherever you want it (permanently).
(e.g. c:\Program Files\Microsoft Office\TsiUnrep90.dll)

Then Start>Run
RegSvr32 "c:\Program Files\Microsoft Office\TsiUnrep90.dll"
(or wherever you saved it).

Once registered - start Access.
As Michka's documentation says - it's right there under Tools>Replication
