File Replication Service is having trouble enabling replication

All, I have 2 Windows 2000 servers running in an AD environment. FS1 was newly added and it doesn't seem to sync up the AD stuff nor the Netlogon share, well the netlogon is not even shared yet.
FS2 and FS1 can ping each other by name, any name, ie: FS2, or FS2.FD.local and vice versa. I have flushed DNS on both, still same issue. I have rebooted both, waited 2 days to sync, still nothing.
Both servers are using DNS from themselves and each other. DNS is propagating to each other just fine as well.
Here is the error from FS1:
The File Replication Service is having trouble enabling replication from FS2 to FS1 for c:\winnt\sysvol\domain using the DNS name fs2.FD.local. FRS will keep retrying.
Following are some of the reasons you would see this warning.
 FRS can not correctly resolve the DNS name fs2.FD.local from this computer.
 FRS is not running on fs2.FD.local.
 The topology information in the Active Directory for this replica has not yet replicated to all the Domain Controllers.
This event log message will appear once per connection, After the problem is fixed you will see another event log message indicating that the connection has been established.
