Unable to receive external mail via POP3 connector

Hi I am using Exchange 2000.
I just started at this company and previuos techie had setup POP3 connectors for mailboxes. Not sure why he had done that, but when I create new Exchange accounts in AD, they are able to send internal mail fine, and are able to send out to external, but just unable to receive from external. No idea where to start, although here is a copy of my event viewer
POP3: Failed to check the POP3 account for email@example.com at host.mail.domain.com on port 110. the error is 86
