Another Duplicate Content Question -

I think this question is complicated, and so I'm putting the points at 500.  I've read much of EE on this topic, but am still suffering lack of understanding.  

I work for someone who has 10 domains;hosting about 7 of them... (actually 43, but these 10 are all alike), all hosted with 3 different hosting companies, and all the content is 99% identical.  I notice he doesn't show up in SERPS in the first 100! except the one I started SEO on last month....

Example of the domain names - migraine-treatments.net, headache-cures.com, instantheadacherelief.com; and I'm redesigning the "look" ....with   www.migraineandheadache.com/indexnew.html
---ALL THE CONTENT (except the new/mine is laid out completely different) IS EXACTLY THE SAME WITH MAYBE AN EXCEPTION OF THE OPENING HEADER STATEMENT, AND THAT ONLY 1% DIFFERENT.

My question is why would someone do this, since I am now the web"master" (designer) for this company, the only difference is a few keywords, but since it is ONE PRODUCT, and the keywords are so diluted in over-abundant text (over 3,000 words-YES I'm changing that with the new style)....they are not that different.  Bascially, is this a useful tactic??? - to take the LONG LETTER style page he's been using, and target say NATURAL CURES -...except from my standpoint since it is way down on the page (too many words on the old style) - it won't rank for much anyway BUT WOULD IT WORK FOR THE NEW STYLE GIVEN ANSWERS TO THE BELOW:

1..My concern is duplicate content penalties:  Can/is this cause for penalized marks from Google/Yahoo?  Do they EXPLICITLY EXCLUDE your own sites from this duplicate content penalty?  Since the keywords are SO similar, and can be handled with linked pages of a particular topic.....

2..How do affiliates play in?  They often duplicate the exact wording of the item in their sales pages?  We have a good number of affiliates.

3.........So that is my question, what should I do?  ??     So I will know whether I should take the new style -once completed-, and put it on ALL his domains for this product, working different pages with SEO ...................or as I'm currently thinking - keep one old style, and one new style, take the other 5 domain-names and point them to these two hosted sites, closing down paying to keep all these domains hosted.

Is this a useful tactic?  No.  It's a counterproductive tactic.  The major search engines will not list multiple pages with content that is substantively the same.  They will try to determine which is the primary site - usually the first one the find - and it will likely be the only one indexed.  So, yes, they will explicitly exclude the duplicates.

In terms of affiliate type situations, it depends to some degree.  If you have the same word-for-word description for a certain product on a page with a different design and other (different) content, it won't be an issue.  If that is the only content on the page, you can run into problems.  However, the search engines are very sophisticated and are getting better at differentiating between legitimate and illegitimate situations.

What you should do is select one domain - the primary/best one - and set up a permanent redirect (301) for each of the other domains to redirect them to the primary domain.

THANK YOU - very explicitly what I wanted/needed to know - perfect description, and bless you for responding - the other questions have too many contradictions within themselves, and I wanted some basic understanding - which thanks to you I now believe I have.  Plan of action is committed, and I've already seen what you are saying, once I created a new site (another product of his many), it AND the old version are on Page 1 of the Serps for my keywords, whereas before all the exact duplicate contents were excluded, and only 1 of them showed up as you mention above, they explicityly excluded or downgraded the duplicates to the point of not be effective - yes - your words useful - counterproductive and waste of time and money.
