This is quite a common problem it seems, and this error message can be caused by pretty much anything!
The main issues are remote assistance tools, display drivers and direct x

Are you by any chance using netmeeting?

I know this can be the cause of this error:

or other remote utilities:

Some other possible fixes:

1. Update to latest version of Direct X
2. Check: My Computer >> C:\ >> Direct X Folder >> Direct X Diagnostic Tools >> Display Tab >> Enable Direct Draw and Direct 3D Accelerations
3. Update to the latest display driver
