Limit EMail user from sending outgoing mail messages (outside the Exchange org.)

I have a user who appears to be abusing the email to write a friend outside the org.  The manager has asked me if I could limit this user send mail only to recipients within the organization.  This is on Exchange 2003, and Oulook 20003.

In order to restrict users from sending Internet based mail, you will need to create an SMTP connector, you cannot place this restriction on the SMTP Virtual Server.

1.       Create a Mail-Enabled Group and give it a meaningful name, I am going to call ours “No Internet Mail”, make sure you Mail-Enable this group.

2.       Add the users who will not have the ability to send Internet based mail into this group.

I did find this set of instuctions, I dont think I'll use them, it is quite a bit for one person.  Thanks for the help though.
