JPEG Image not Pasting into Rich Text Box

We are using a Rich Text box to create Questions for a test.  The user uses MS Word to edit and modify the images/text and then pastes it into the RTF control.  We are having a problem with a couple of the JPEG images.  When the user copies them from word and pastes them into the RTF control no image is displayed.  If the image is surrounded by text then the text will appear but not image.  If i take the word document with the image and save it as RTF and open it in wordpad, the image does not appear there either.  No error is being thrown so there is not easy way for me to catch/debug this.

This is what I've found so far.  The 2-3 images that I can't paste into the Rich Text Box contain the following:
{\\shppict....

Be sure the JPEG images are RGB, Grayscale, or Index Color mode. RTF doesn't support CMYK nor Lab images.
