checkpoints allow NBU to break up the back-up into 'chunks' based on time.  every 15mins by default, NBU writes itself a note to remember what chunk number it has completed.  If the back-up restarts for some reason (eg, network timed out), NBU is able to re-read its notes and figure the last successfully written chunk, and continue the back-up from there.  Without the checkpoints, netbackup would have to start the backup from the beginning again.

checkpoints are enable per policy - if your master server is a member of a checkpoint enabled policy then checkpoints will apply.

can't help with sanpoint I'm afraid.  you don't need a web server for NBU to work.
