Looking for an UDP implementation of TCP in Java

Hello, I would like to have an exemple of an implementation of TCP under the UDP protocol.
An implementation that does everything (like traffic control, acks, 3 way handshake, etc.)

I've searched for it on google but all I'm able to find are pages on "advantages of using TCP over UDP"....
