Forgotten password to Filemaker DB

I have a user that inherited a Filemaker database from a previous employee and now nobody has any idea what the admin password is for this database.  

Is there any way to reset the admin password or create another user with the same access level?

which filemaker is it? v6? 7? 8?

and:

but the file may have been locked with the developper version, in which case, there is no more admin account in it.
