Netbackup Enterprise shows 0k size for system state backup items.

I'm using Symantec Netbackup 5.1 MP5 to backup my OS on a Server 2003 system with exchange server 2003 installed as well. I do a separate Exchange backup and that is running fine. The issue I have is that the OS backup shows all the drives and directories backing up correctly but in the restore GUI I see the System State items under the Shadow Copy Components listed as 0k in size. I have used the all_local_drives directive as veritas recommends to get the system state backup.

Can anyone tell me what I'm doing wrong?

Apparently it shows the 2003 Shadow Copy items as 0k because Netbackup restore can't get that info from Windows. The files are there. I checked the logs and sure enough, the data is recorded. Kinda silly if you ask me.
