Setting send Restrictions for Exchange 2000?

I am trying to restrict users from sending large emails from with in Outlook connecting to an Exchange 2000 server.

What I am hoping to do is restrict the maximum sending email size to 5,000kb and to have no restriction on the receiving email size. Our exchange store is 50gig at the moment (50 users) and people have this habit of sending files around using the email system. Largest Email is over 150 meg

On the exchange server and under "Message Delivery" I have set the Send limit to 5000 and no limit on receive.

The problem is that when this is setup it seems to also restrict the maximum incoming email size from outside the organization. Eg large emails are bounced when receiving from outside the organization.

What am I missing?

I only want to restrict users sending large emails from within the organization.
