Converting a Function to C++ from VB (or re-creating what it does)

Hi guys,

I stumbled across this:

Is it possible for someone to either convert that code into C++, or to re-create what the code is doing in C++ code for me please? I'm trying to achieve something very similar at the moment, and this would be a great stepping stone.
