how can i assign windows 2003 users to only read and modify and not to delete files from folders

we have a windows 2003 server with 20 users with xp clients and autocad installed, there is a folder named working drawings which is mapped to all users computers, here one department (structural for example) will finish a their drawing work and pass to next department, (electrical for example) we wnat to restrict all these department users not to delete the files from folders but we need them to modify or update only. how can we solve this issue, if we give read and execute the we are not able to edit or modify, if we are giving modify permission then the user can delete the file. pls send me a solution

You should be able to use the advanced security features to deny the delete privilege.
Security tab | advanced | permissions | select group or user | edit | select  delete option | OK | assuming you wish to, check "replace permissions on all child objects...."
Deny privileges take priority over all others.
