my laptop battery not work

I purchased laptop from ebay, it is used. And laptop battery dont work. But when i go to control panel => Power Options => Power Meter, i see Total Battery power remaining 89% (charging). And always same numbers, but it dont work. Why that? any way to repair? :)

Yes, New laptop battery would do it or send it to get serviced with a new battery pack.

Depending on what model laptop and what battery you have in it the following MIGHT work.  It is just as likely not to work.  Try running the laptop until the battery is drained flat.  Recharge it and see if that helps.
