MSSQL7 won't install the file scm.exe

I am installing POS software (Piece of Sh#$) that also installs MSSQL7.  It has been installed and running fine for a few months.  There was a problem with the POS software so tech support  had my secretary uninstall it.  Now it won't install MSSQL7, particularly C:\MSSQL7\BINN\SCM.exe.  I have been on with tech support and have removed items from the registry, stop service, stop antivirus, until I am blue in the face.  Anyone have any idea why SCM.exe won't install.  I am told its the actually database.  I am willing to try just about anything but format and reinstall.

Installed on workstation with Windows XP Home in a standalone mode.

I guess that mssql7 was installed first when the windows was not windows xp, and has been upgraded to windows xp later?
I assume anyhow that the machine, since the deinstallation, has been rebooted?

No, but I did resolve this by searching the registry for MSSQL7 and delete anything to do with it.  I was able to install after a reboot.  Thanks anyway!
